Easter service changes

During the Easter period, some of our services will be operating slightly different hours. Our council’s bin collection schedule will change for one week starting on Friday 29 March to make sure everyone’s waste is picked up around the bank holiday.

Resident parking permit terms and conditions

Resident, match day, carer and Resident Roamer parking permit information

Residential parking permit

A resident parking permit lets you park one vehicle you own or can use:

  • in any resident permit holder bay or any resident shared-use bay
  • during restricted hours, including on Emirates Stadium match days
  • in the controlled parking zone (CPZ) you are registered for.

You can also park in any other resident permit holder or shared-use bay in the borough between 11am and 3pm under the Resident Roamer rules, except on Emirates Stadium match days when additional controls are active in a CPZ.

Motorcycle resident permits let you park in any on-street motorcycle bay in Islington for free.

Conditions

  • Each eligible resident is entitled to one resident permit, with up to three vehicles on it.
  • Only one vehicle on a permit can be parked at any one time.
  • Residents must update their online account to ensure that the vehicle parking in the restricted bay is active on their account.
  • A residential permit is an electronic permit only. No physical permit will be provided or is necessary for a resident to park. The equipment our officers use will provide access to your permit details for all verification purposes.

Charges and exemptions

  • In cases where there is more than one vehicle associated with your permit, the cost of your permit will be based on the vehicle with the highest charge. A permit will only be valid on full payment. 
  • Carers who work and park in Islington and depend on their vehicle for employment purposes are exempt from the diesel surcharge on resident permits.
  • Residents who are licensed black cab (Hackney Carriage) drivers can get a discount on diesel surcharges.

Everyone else pays the diesel surcharge.

Match day permit 

A resident may apply for a free Match Day permit. This permit is valid only in specific zones where additional match day restrictions apply when matches or events are held at the Emirates Stadium. It is not valid at any other time.

Resident Roamer scheme

Under the Resident Roamer scheme, your residential parking permit allows parking in resident and resident/shared use bays, in all other Islington zones between the hours of 11am and 3pm provided match day restrictions are not in place. 

Carer permit

A carers permit is to be used by a ‘recognised’ carer to assist with the needs of a resident. A carer needs assessment must be completed by social services

  • A carer does not need to live within the borough to be entitled to a carers permit. 
  • The permit costs are the same as a resident parking permit and allows you to park with the same provisions. Prices are based on the CO2 emissions of your vehicle, but the diesel surcharge does not apply.
  • Carers who use a motorcycle can also apply for a motorcycle permit at the same price as residents.

Who can apply

  • Residents who can provide evidence they live within a CPZ as set out below.
  • Residents who can provide evidence that they own or have access to a vehicle registered at the same address or can provide insurance details to supply evidence that the vehicle is primarily kept at the same address. 
  • Residents who own a passenger or goods carrying vehicle that does not exceed 5 metres in overall length or 2.5 metres in height.
  • Residents whose vehicle has no more than 7 seats.
  • Residents that do not have 3 or more outstanding/unpaid penalty charge notices (PCNs) against the vehicle, within Islington. - We define an outstanding PCN as a PCN that has progressed beyond the point where representations can be considered.
  • Residents who own a foreign vehicle may apply - please see the foreign vehicles information below.

Car-free developments

  • The planning conditions for some new build or change of use housing do not allow residents to apply for a residential parking permit. Applications will be checked with the relevant parties, registers databases etc. You can check to see if your property is in a car-free development.

Proof of residency

As part of your application, we will check your details to automatically verify your address against our council tax and other records.  If our automatic check is unsuccessful, you must supply the documents as set out below which must include your name and address.

  • Gas bill, electricity bill, water bill, council tax bill, home insurance, building insurance, Inland Revenue statements, or bank/building society statement all dated within the last 3 months.
  • Driving licence issued to the applicant at the Islington address
  • A current signed tenancy agreement (by all relevant parties to the agreement), current lease agreement, solicitor's letter confirming purchase of property, or current mortgage agreement/statement valid within the last 12 months, or if you have not yet moved in please provide a letter from your solicitor confirming completion date.
  • A Department of Work and Penson letter dated within the last 6 months.

No other documents are accepted as proof of residence. If posting, please send copies of documents only. Do not send originals.

We may ask all permit holders to resubmit proof of residency approximately every three years. This is to ensure records are up to date. However, we may make random eligibility checks and we may request proof of residency within the three-year period.

Proof of vehicle ownership

A permit is valid only for the specific vehicle registration given in the application. We will reject your application if the name and address on any documentation does not match the residence or name given in the application.

Please provide one of the following.

  • A copy of the vehicle registration document (V5C) this will need to be in your name and address of the property, within the CPZ for which you are applying.
  • A current insurance document, that includes your name and the address for which you are applying for a permit.
  • This insurance document must state the primary location the vehicle is being kept, and must match your address of the property within the CPZ for which you are applying for.
  • A copy of the Hire or Lease agreement from a 'registered organisation' on headed paper that includes your name and the address of the property within the relevant CPZ for which you are applying for.
  • Bill of sale: if you have just purchased a vehicle and are not yet the registered keeper, we will accept a bill of sale. You must provide a copy of the V5C within six weeks to prevent your permit from being cancelled.

Company vehicle

If the vehicle is registered to a company, please provide a letter of authority on company letter-headed paper, signed by an executive or director (this must not be the applicant) confirming the vehicle details, your current home address as per company records and that you have sole use of the vehicle.

Leased vehicle

If the vehicle is leased from a company, please provide a copy of the agreement from a 'registered organisation' with your name and address (the address of the property within the CPZ for which you are applying for).

If you change or renew the lease, please inform us immediately and provide a copy of the new agreement.

Foreign vehicles

For foreign vehicles, we need the foreign vehicle registration document, insurance schedule or hire agreement as well as a receipt confirming entry into the UK. Please note, permits for foreign vehicles are for a maximum of six months, unless you register with the Driver and Vehicle Licensing Agency (DVLA).

Change of details, including refunds, additional vehicles and charges, and use of temporary vehicles

It is your responsibility to change any details on your account. This includes address, vehicle or contact details.

Change of address

If you change address, you must update your details online. You will be required to provide proof as set out in the section 'proof of ownership'.

If the required documents are not available at the time, you must still make the change online, and submit the required documents within 21 days. If you do not, the permit may be suspended or cancelled.

Permanent change of vehicle

  • If you wish to change a vehicle associated with your permit, you can make the change online.  
  • You are required to upload evidence as set out above.   
  • If you do not have the documentation available, you will be permitted to use your new vehicle immediately. However, you will still be required to provide the documentation within 21 days. If you do not, this may result in your vehicle not being covered by your permit.
  • There may be a change in cost of the permit depending on the vehicle. In all cases, the vehicle with the highest permit change will be used if you need multiple vehicles on a permit.

Adding a vehicle to your existing permit

  • You may add additional vehicles anytime your permit is valid, up to a maximum of three vehicles. You must go online and update your permit with additional vehicles.
  • There may be a change in cost if the vehicle you are adding has a higher charge than the vehicles already on your permit.

Temporary cover or courtesy vehicle

  • If you have the use of a temporary or courtesy vehicle you will need to go online and update your vehicle details.
  • A temporary cover is only applicable for 21 days. There are a maximum of three temporary cover changes permitted in any 12-month period. 
  • There is no need to supply supporting documentation in relation to a temporary change of vehicle.

Refunds

You may be entitled to a refund if:

  • you surrender or cancel a permit before it expires
  • we cancel your permit because of insufficient proof of eligibility 
  • your new vehicle replaces the vehicle with the highest charge on your permit but is charged at a lower amount.

We will refund any full months remaining until the expiry date of the permit, starting from the date that you notified us of the cancellation or change.

There is a £31.10 admin fee to process a refund.

Duration of permit

Time period of permit and renewals

Your permit will be valid for either 1, 3, 6 or 12 months, depending on which permit you apply for.

Renewing a permit

  • We aim to notify you when your permit is due to expire by email, or post if we do not have an email address for you.
  • Reminders are sent as a courtesy measure only and are not a legal obligation. You are fully responsible for renewing your permit in time to avoid penalty charge notices.
  • As a permit holder, you agree to take all reasonable steps to renew your permit on time and providing your own reminders, such as adding the date to your calendar, on a smart phone, tablet or PC, or another personal reminder system that works for you.
  • If you want to purchase a permit for a foreign vehicle, you can only buy a permit for a maximum of six months at one time. This can be a single purchase, or several shorter purchases over 12 months. If you return within 12 months, you can purchase another six months if you take the vehicle outside of the UK and return.

Where you can park and use your permit

Where you can park

  • In a permit holder bay within the controlled parking zone (CPZ) in which you live (or provide care, if you are a carer in Islington with a carer permit). You may not use your permit to park in a permit holder bay in any other controlled zone within Islington, except during Resident Roamer hours (see 'Resident Roamer' scheme).
  • In a shared use bay. These bays may be used by pay and display / short-stay parking customers or as permit holder bays at any time. However, in certain areas permit holders may only use these bays at the times shown on signs.

Please ensure that when the vehicle is parked, it is fully contained within the parking bay.

A residential permit does not grant you the right to park outside your home or guarantee the availability of a parking space.

Resident Roamer scheme

Under the Resident Roamer scheme, your permit allows parking in resident and resident/shared use bays in all other Islington zones between the hours of 11 am and 3 pm provided match day restrictions are not in place. 

Match day permits

  • This permit is valid only in specific zones where additional match day restrictions apply when matches or events are held at the Emirates stadium. It is not valid at any other time.
  • Residents wishing to have a match day permit are required to go online and select ‘Match day permit, which is valid for one year.
  • A physical permit will then be sent to you to display in your vehicle.

Where you cannot park

You cannot park anywhere other than the locations listed under 'where you can park' as well as the following extra restrictions.

  • In bays that have been suspended for any reason.
  • On red routes, council housing estates or on private land.
  • In a disabled bay without being a Blue Badge holder and displaying your Blue Badge. 

Please always check the signs before you park – it is your responsibility to ensure that you are parked correctly and in an appropriate bay.

You cannot park a caravan or trailer, whether attached to or disconnected from the permitted vehicle.

Prevention of fraud and eligibility checks

Criminal offence

It is a criminal offence if, with intent to deceive, you knowingly make a false statement, supply false documentation or forge documents to get a residential parking permit for yourself or others. Islington Council may prosecute if the council believes this to be the case. Refunds will not be given in such cases.

Routine and random eligibility checks

  • We will ask all permit holders to resubmit proofs every three years to make sure council records are up to date.
  • We may make random eligibility checks and request you present proof of residency within the three-year period.
  • We will check all registered foreign vehicles with a live permit to make sure you do not exceed the six-month maximum permit.

Right to renew a permit

Before we issue a permit you must be able to provide the documents required above. If you are not able to do so, you are not allowed a permit. This is also the case if you have previously been issued a permit. Having been issued a permit previously does not entitle you to a permit in the future.  

If you are not allowed a permit, you are required to find alternative parking arrangements. Islington will consider short term transitional arrangements. In such cases you should make a request to Islington Parking Services at ParkingPermits@islington.gov.uk.

Conditions of use

Islington Council reserves the right to withhold or withdraw a permit, if the permit holder:

  • fails to comply with these terms and conditions
  • fails to update required information, such as a change of address or vehicle
  • verbally or physically threatens or attacks any Civil Enforcement Officer or any other authorised Islington Council employee
  • has three or more outstanding or unpaid PCNs within Islington. We define an outstanding PCN as a PCN that has progressed beyond the point where representations can be considered
  • the vehicle is found to be larger than permitted
  • is proven to have exceeded the six-month permit allowance for foreign vehicles.

Failure to have a valid permit displayed, the vehicle information entered online incorrectly or to inform us of a change of vehicle or address may result in a PCN being issued.

Please note that the London Borough of Islington is under a duty to protect the public funds under its administration and may therefore use information you have provided for the purpose of the prevention or detection of fraud.
